Notas: This dissertation wants to obtain an analysis and a characterisation about the Zaragoza townships (less than 20.000 residents). We have obtained synthetic indicators to value the conditions of the townships by analysing socioeconomic, financial and ambient information and basic infrastructure's data of the spanish townships for the planification, the paperwork and the valuation of the municipal's investments. The indicators are represented by a thematic cartography to facilitate the display of the important information. In this way, it will be easier to demonstrate transparency and equity, two standards that are being formulated by social, technical and politics groups. This is important for defining, organizing hierarchically and justifying the existence and the functionality of the townships, in accordance with the new law called 'Racionalización y Sostenibilidad de la Administración local'.
