Deterioro institucional en Venezuela como factor asociado a la emergencia de la delincuencia
Resumen: En el artículo se analiza la singularidad del fenómeno delictivo en Venezuela, debido a la incidencia de variables ideológicas y políticas en el incremento de las tasas delictivas. Desde esta óptica, la etiología de la actividad criminal se asocia, más bien, con el deterioro progresivo de las instituciones políticas, sociales y judiciales, ya sea tanto por incompetencia, por desidia o por complicidad ante el crimen. El mismo Estado, mediante su acción de gobierno, va creando aquellas condiciones ideológicas, jurídicas o culturales que justifican y amparan la transgresión de la norma legal establecida. De este modo, se da una situación de anomia estructural creada precisamente por quien debería garantizar el orden social y la gobernabilidad del país. Esta legitimidad política de la violencia favorece tanto la arbitrariedad del poder que lleva a cabo un uso sectario de la fuerza con objetivos meramente políticos como la impunidad manifiesta de la actividad criminal.

The article analyzes the singularity of the criminal phenomenon in Venezuela, due to the incidence of ideological and political variables in the increase of criminal rates. From this point of view, the etiology of criminal activity is associated rather with the progressive deterioration of political, social and judicial institutions, whether due to incompetence, indifference or complicity in crime. The same State, through its action of government, is creating those ideological, legal or cultural conditions that justify and protect the violation of the established legal norm. Given a situation of structural anomie created precisely by who should ensure the social order and governance of the country, this political legitimacy of violence favors both the arbitrariness of power that carries out a sectarian use of force with merely political aims, such as the manifest impunity of criminal activity.
