Traffic flows with opposed requirements may coexist in these networks: traditional services as web browsing or file download that need high throughput, and services with real-time requirements that need low latency. The proposed algorithm allows the network manager to find an optimal balance (i.e. the ''sweet spot'' between throughput and latency: a ''delay budget'' can be assigned to real-time flows, with the objective of keeping the latency as close as possible to that budget, while penalizing the throughput of traditional services as little as possible. © 1997-2012 IEEE. 000119670 536__ $$9info:eu-repo/grantAgreement/ES/DGA/T31-20R$$9info:eu-repo/grantAgreement/ES/UZ/UZ2019-TEC-03 000119670 540__ $$9info:eu-repo/semantics/openAccess$$aAll rights reserved$$uhttp://www.europeana.eu/rights/rr-f/ 000119670 590__ $$a3.553$$b2021 000119670 591__ $$aTELECOMMUNICATIONS$$b39 / 93 = 0.419$$c2021$$dQ2$$eT2 000119670 592__ $$a1.712$$b2021 000119670 593__ $$aComputer Science Applications$$c2021$$dQ1 000119670 593__ $$aElectrical and Electronic Engineering$$c2021$$dQ1 000119670 594__ $$a7.2$$b2021 000119670 655_4 $$ainfo:eu-repo/semantics/article$$vinfo:eu-repo/semantics/acceptedVersion 000119670 700__ $$aTopal O. 000119670 700__ $$0(orcid)0000-0003-4690-6089$$aRuiz-Mas J.$$uUniversidad de Zaragoza 000119670 700__ $$0(orcid)0000-0002-5237-0447$$aFernandez-Navajas J.$$uUniversidad de Zaragoza 000119670 7102_ $$15008$$2560$$aUniversidad de Zaragoza$$bDpto.
