Las "alianzas de humanidad": del socorro a la cooperación al desarrollo

Resumen: A finales del S. XIX Concepción Arenal escribió “Ensayo sobre el Derecho de gentes”, un libro fruto de una época y de un contexto que, a pesar de la distancia con el presente, conserva una enorme vigencia. El artículo expone tres líneas de conexión entre esa obra y las formas contemporáneas de cooperación al desarrollo: en primer lugar se evidencia la continuidad en la defensa de la premisa naturalista sobre la existencia de un altruismo innato en la condición humana; posteriormente se describe el proceso de extensión de una conciencia mundial como expresión del progreso moral de las sociedades; y, por último, se afirma la consolidación contemporánea de un fenómeno emergente en el siglo XIX, esto es, el surgimiento de una sociedad civil global que se manifiesta a partir de una revolución asociacional en gran parte del mundo.
In the late nineteenth century, Concepción Arenal wrote her “Essay on People’s Rights”, a book that was the product of its age and taken from a context that, despite the gap separating it from the present, still has enormous currency.
The article sets out three lines connecting this study and contemporary methods of cooperation for development: First of all, it is clear that there is a continued defence of the naturalist premise on the existence of an innate altruism in the human condition. This is followed by a description of the process of extending global awareness as a way of expressing the moral progress made by societies; and, finally, the contemporary consolidation of a phenomenon emerging in the nineteenth century is affirmed, i.e. the blossoming of a global civilian society that manifests itself through an associational revolution in many parts of the world.
