Abstract: The scope of this TFM (Trabajo Fin de Máster) is focused on the centralized acquisition process of Defense Systems carried out by Directorate-General for Armament and Material (DGAM) of the Spanish Ministry of Defence.
Within the management of the projects undertaken by the Subdirectorate General of Programs, it has been identified that the Quality Management of them rests almost entirely on the process of Government Quality Assurance carried out by the Subdirectorate General of Inspection, Regulation and Industrial Strategy of Defense (SDG INREID), through their Government Quality Assurance Representatives (GQAR). However, comprehensive quality management is lacking throughout the scope of the project, especially in the early stages, during the process of defining the procurement strategy. It is the Programme Office that maintains this overall vision of the project and should assume that role.
That is why the main objectives of this TFM are, in one hand, to establish the project quality management processes and the proper tools that the Programme Offices should undertake and, in the other hand, to assess the organizational changes that would entail the assumption of these new responsibilities.
The methodology used has been based on the bibliographic review of different sources of information and the application of strategic techniques and tools for the evaluation of organizational changes.
The most relevant results obtained from the study are the assumption of project quality management by the Programme Offices, as an indispensable task; the adoption of a systematic and quality techniques based on PMBOK® (Project Management Body of Knowledge) and the NATO standard AQAP 2020 (Project Manager’s Guide to Quality Assurance Insight, Oversight and Intervention in the Acquisition Process); and the modification of the organization of the Program Offices, creating an area of Engineering and Quality with the incorporation of specialized resources in Quality
