000168190 5203_ $$aDesde el momento mismo en el que surgieron los gravámenes en Roma, como aporte forzoso de recursos financieros para el sostenimiento de la colectividad, se hizo patente la necesidad de establecer un procedimiento de obtención y gestión de los mismos. Venido directamente de la esfera helenística y tras un lógico proceso de observancia, transmigración y adaptación a prácticas propias, Roma acogió un modelo recaudatorio flexible, que se adaptara a sus necesidades financieras concretas de la forma más eficaz posible para la rauda consecución de sus objetivos presentes. Para el tratamiento de los fondos, se estableció al efecto una técnica de recaudación indirecta, en la que van a intervenir no el poder público a través de sus propios medios sino unos personajes protagonistas ajenos a dicho ámbito, los tribunos del erario, sujetos particulares a quienes como forma de colaboración social les va a venir impuesto el cumplimiento de la misión recaudatoria en todas sus fases.
From the certain moment that taxes appeared in Rome, as a forced contribution of financial resources for the support of the political community, the need to establish a procedure for obtaining and managing them, become clear. Coming directly from the Hellenistic sphere and after a logic phase of observance, transmigration and adaptation to its own practices, Rome implemented a flexible tax collection model, which was adapted to its specific financial needs in the most efficient way for the rapid achievement of its present objectives. Fort the treatment of the funds, an indirect collection technique was established for this purpose, in which the public power will not intervene through its own means, but rather some leading characters outside that sphere, the treasury tribunes, private subjects who, as a way of social collaboration with the political community, will be forced to fulfill the collection mission in all its phases.
