Liberalización del sector bancario y persistencia de las formas organizativas
Resumen: El sector bancario espan~ol tradicionalmente estaba compuesto por tres tipos de entida- des: bancos comerciales, cajas de ahorros y cooperativas de cre´dito, cuyo comportamiento estaba controlado por una estricta regulacio´n. Sin embargo, en el u´ltimo cuarto del siglo XX un proceso liberalizador elimino´ las diferencias en la regulacio´n a la que estaban sometidas estas entidades. En consecuencia, todas las entidades del sector pasaron a estar legalmente capacitadas para desempe- n~ar las mismas opciones estrate´gicas y prestar servicios a los mismos colectivos. La literatura previa sugiere que las entidades deberi´an haber cambiado notablemente su comportamiento y haberse vuelto ma´s homoge´neas, haciendo desaparecer las diferencias entre formas organizativas. Sin em- bargo, nuestros ana´lisis muestran que las diferencias entre formas organizativas se mantuvieron. En este trabajo ofrecemos una explicacio´n de por que´ tras la desregulacio´n las diferentes formas organizativas persistieron, a pesar de los notables cambios que se produjeron en su forma de operar. Los resultados muestran importantes implicaciones para la labor de los reguladores.

The Spanish banking sector is traditionally composed of the types of entities: commercial banks, savings banks and credit unions, whose behavior was controlled by strict regulations. However, in the last quarter of the 20th century, a liberalizing process eliminated the differences in the regulations that controlled such entities. As a consequence, all the organizations within the sector became legally entitled to perform the same strategic options and offer services to the same groups. Previous academic contributions suggest that entities should have significantly changed their behavior and become more homogeneous, causing differences among organizational forms to disappear. However, this analysis shows that the differences among organizational forms were still present. In this paper, we provide an explanation of the reason why, after deregulation, the different organizational forms persisted in spite of the significant changes that occurred in the way they operate. Results show important consequences for regulators and their work.
