Notas: Floods are the natural risk of greater frequency and greater socio-economic importance, both in Spain and in the world. Undoubtedly, this risk has been increased in recent decades duo to the significant development of human activity and therefore exposure. Protection and prevention conventional actions implemented to date to reduce the risk of flooding in coastal towns in the valleys of the Pyrenees offer only a false sense of security because their usefulness against extraordinary flood events is very reduced mainly because they are not designed to withstand such a degree of risk. Therefore, it is necessary to carry out action plans together and integrated with the natural environment, in which actions of protection and prevention based on river engineering and performances based on the management of natural resources and respect for jointly proposed river areas, because if not respect, the level of risk that should be assumed will be much higher.
