                       was not enough. It received a lot of critics by some
                       economists. This dissertation paper will explain in detail
                       the whole process, from its creation in 1997 and its two
                       subsequent reforms to the present. Then an econometric
                       exercise analyzing the Spanish deficit from 1997-2016 will
                       be carried out.",
