Notas: The Stability and Growth Pact constitutes a commitment of all the Member States of the European Union so that the Monetary and Economic Union operates properly. With this Pact, these countries comply with a series of indications or observations of fiscal policy, although unlike the monetary policy, it is still a matter of national competence. Since the signing of the SGP in 1997, it has undergone two very serious economic times at European level, which have led to a series of adjustments depending on the needs of the moment. With the great recession of 2008 it became clear that it had to be updated, despite having been adapted previously in 2005, as this adaptation was not enough. It received a lot of critics by some economists. This dissertation paper will explain in detail the whole process, from its creation in 1997 and its two subsequent reforms to the present. Then an econometric exercise analyzing the Spanish deficit from 1997-2016 will be carried out.
